His Majesty's Government would be grateful if the

Government could see their way to supplying

to you, for communication direct to the Governor

of Hong Kong, copies of all licences which are

issued for the export of arms, either to Hong

Zong or via Hong Zong to China;

the adoption

of such procedure should not only facilitate

the working of the system, but should minimise

the inconvenience which may be caused to

exporters.

In the case of exports of arms from

those countries which have not adopted the

export licence system in particular Belgium

and Switzerland - the Governor of Hong Kong is

being instructed to require production of a

contract made between the exporter outside

Hong Kong, and the importer in China, before

affording "in transit" facilities.
